Background

On November 21, 2019, ACLUM filed a request with the Massachusetts Department of Transportation requesting all data collected from Massachusetts Uniform Citations. The registry of motor vehicles was required to collect this data pursuant to Ch. 228 of the Acts of 2000 (“An Act Providing for the Collection of Data Relative to Traffic Stops”). ACLUM requested this information in anticipation of the changes to the law under the Hands-Free Driving Bill which will make much of this information publicly unavailable.

The received data is meant to document every citation issued by any police department in the Commonwealth. The data shows the location of the stop, the issuing police department and officer, the race of the stopped driver, and the traffic law allegedly violated among other information. This data is important to know which departments and officers may disproportionately stop drivers of color.
